PROGRAM COMMITTEE

Advancing PHPDA’s Grantmaking

The Program Committee is one of two Standing Committees of the Governing Council. The Committee consists of voting Governing Council members and non-voting Strategic Advisors with the purpose of advancing PHPDA’s grantmaking program: the Health Equity Fund. The Committee monitors PHPDA’s grantmaking and programmatic activities by evaluating applications and proposals, determining award recommendations, and reviewing grantee reports. They consult the PHPDA with key policies and identify community health trends, providing insight into forecasting grant priorities.

The meetings of the Governing Council and Committees are open to the public.

Michael Leong, JD (he/him)

Bio

Michael Leong has served as General Counsel for Sea Mar since 1998. His responsibilities include oversight of human resources, risk management and insurance programs, legal compliance, corporate policies, litigation, facilities and construction coordination, housing projects, and community development work. He also serves as Corporate Compliance Officer, overseeing Sea Mar’s commitment to meet high standards of ethics and compliance with the law. While attending law school in 1981, he began serving as a member of Sea Mar’s board of directors. He previously worked as a partner at Bell, Flegneheimer, Leong & Salovy law practice.

Mr. Leong graduated with Bachelor of Arts degree in political science from the University of California – Berkeley and earned a Juris Doctorate degree from the University of Washington’s School of Law.

Mr. Leong has served as a Strategic Advisor to the Program Committee since 2012.

Marguerite Ro, DrPH (she/her)

Bio

Marguerite Ro has significant experience in the public health sector and is currently the State Director for AARP WA. She has served as Chief, Assessment at the Policy Development and Evaluation Unit of Public Health – Seattle & King County among various other health equity positions at our city, county level. She previously worked as Deputy Director of Policy and Programs at the Asian & Pacific Islander American Health Forum. She also served and led various Governing Boards and Committees: WA Foundational Public Health Services, WA State Public Health Association, HealthierHere, Governor’s Performance Measurement Coordinating Committee, UW Health Promotion Center, US Department of Health and Human Services, and Center for Disease Control, among many other governance roles.

Ms. Ro earned Doctor of Public Health and Masters in Public Health at the Johns Hopkins School of Hygiene and Public Health.

Marguerite Ro has served as a Strategic Advisor to the Program Committee since 2023.
